Appraising and motivating the employees are the core of the modern entrepreneurial HR administration. So, for the stated-owned commercial banks, it is extremely important to establish a performance appraisal system to assess the employees; meanwhile, this system should be scientific and accord with China' s national conditions and the strategic development of banks. Based on the basic theory of performance appraisal and motivation, and from the strategic development of banks and modern enterprises administration angles, this paper first analyses the former appraisal system of the NY banks and then redesigns a set of scientific and effective performance appraisal system, by comprehensively utilizing procedure re-creation, quota compilation and appraisal results. This system will be sure to be the forceful means to solve the contradictions and difficulties of the present management and administration of the NY banks.There are five chapters in this paper. The first chapter focuses on a brief and thorough introduction of "performance appraisal" , "motivation" and the relationship between the definitions. The second chapter points out the existing problems in the old appraisal system of NY bank clerks, including appraisal qualification, basic regulations, quality index system and implementary procedure, etc. The fourth chapter centers on motivational system through the appraisal results. The fifth chapter offers some suggestions for management and administration by comparative evaluation of the new appraisal system.
