With the rapid social development, enterprises need to adapt the changing of the external environment for development, but just rely on the wisdom of managers were already cannot solve all the problems faced by enterprises. More and more organizations began to realize that employees’creativity and autonomy are very important. Enterprises will encounter various problems in business inevitably, so employees keep positive attitude or keep silent, has a vital influence on the development of enterprises. Some employees keep silent even if discovered the problems existing in the enterprise, because of fearing the following bad consequence. And these problems which will continue to exist will become disasters of enterprises. As we know the employee’s behavior tend to be affected by its environment. Chinese culture has always been the pursuit of harmony, and the behavior which may threaten the existing rules and regulations of advice need to take some risks. So to explore what kind of situation can effectively inspire the staff’ voice behavior is of great significance.On the one hand, we already know that with increasing competition in globalization and the influence of the background of today’s knowledge economy era, voice behavior has become one of sources of competitive advantage for organization. Performance evaluation, on the other hand, has become one of the important modules of enterprise human resources management in our country, but at present most of the enterprise in our country performance appraisal belong to evaluation orientation, which focus on to evaluate the performance of employees in the past, rather than developmental appraisal will focus on the staff’ future development. So to explore the influence of different goal orientation of employees’ behavior is an important subject in enterprise management.Firstly I collect much literature of the goal orientation of performance appraisal, Performance Appraisal Satisfaction and voice behavior, on the basis of the literature this article provide research model and research hypothesis. Than this article through the questionnaire design, and with the help of the instructor to modify the final questionnaire.And then I collect data from recycling questionnaire through the field distribution and E-mail questionnaires after the reliability and validity inspection.At last we using the method of mathematical statistics to prove that the establishment of the research hypothesis, and then come to the conclusion.
