| The recurrence of unconventional emergencies has aroused deep thinking among various circles of society of how to deal with these unconventional emergencies, how to prevent them appropriately and how to handle the crisis. These unconventional emergencies have resulted in enormous casualties and huge amount of loss in property, thus raising public's concern of performing effect and efficient emergency management operations. The coordination of emergency resources in the event of unconventional emergencies and large-scale disasters is of vital importance in emergency management, it means to allocate and distribute rescue resources to the affected areas in a most proper amount, through the most appropriate transportation mode and within the demanding time windows.In the emergency response phase, appropriate and efficient allocation of the limited emergency resources is essential to the urgent decision-making of resource coordination. Based on the background of emergency resource scheduling in large-scale emergencies, the problem of initial allocation of emergency resources under uncertainty is researched. The main researches in this paper are as follows:(1) This research studied the characteristics of the emergency resource coordination problem, analyzed the principles and objectives to follow in model formulation. The origins of uncertain information were considered. Through the processing of the uncertain information, this study carried out research into the initial allocation planning of emergency resources in the respect of subjective and objective uncertainties.(2) This thesis formulated the problem as a multi rescue points selection model under uncertain disaster levels, which is an extension to the maximal coverage location model considering the constraints of the uncertain demand from affected areas and the uncertain response time. To solve the problem, a heuristic approach for both the location and allocation was presented and it divides the affected areas and the distribution depots into groups to narrow the solution space down by adopting clustering method.(3) According to the Prospect Theory, this paper presented a multi-objective nonlinear integer model to formulate the planning of emergency resource allocation problem in the initial period of unconventional emergencies, which quantified the satisfaction of timeliness and demand as its main objectives, and also considered the economic utility. Use NCL algorithm to solve this model.(4) The testing experiments were designed, to validate the two sub problems'models and algorithms in emergency resources allocation.This work can on one hand provide novel methods and ideas to solve the allocation problems of emergency resources under uncertainties in theory and on the hand help to generate decision plans for rescue operations efficiently and effectively in practice, which is of great significance to the study of optimization problems in emergency resource coordination. |
