The engineering technology service is an important part of LPG industry and plays supportive role in the industry development. The engineering technology service provided by Liaohe oilfield engineering technology service company not only fully supplies the service needs of Liaohe oilfield and even China national petroleum corporation, but also steps out of the country's border to explore international market. But because of the rapid market development, it becomes more and more evident that the traditional cost management model can't be adapted to the need of company industrial extension. So business diversification, business volume increasement and geographical expansion ask for more realistic needs for the project cost management promotion of Liaohe oilfiled engineering technology service. How to promote project cost management and how to occupy market share at low cost have already been the problem faced by Liaohe oilfield engineering technology service company. So it's necessary to evoke this research.In order to systematically promote the project cost management of Liaohe oilfield engineering technology service company, through firstly identifying the project cost management problems in the current petroleum engineering technology service, this research explains project management plan and project cost control are important content of project cost management promotion and beneficial to the solution of "not take project as the object of cost management", "lack the systematic project cost plan", "cost control doesn't reach the designated position and is experience oriented" and "focus on quantity management, ignore motive management" etc; Secondly, by respectively analyzing the project cost plan promotion and the project control promotion, this research finds the project cost plan promotion can be comprehensively fulfilled through the definition of project work, project resource need analysis and project cost plan drawing-up, which lays the systematic foundation for project cost control;else the project cost control promotion can be comprehensively achieved by the information collection of happening project cost, the earned value analysis of happening project cost and the analysis and feedback of project cost deviation, which realize the management execution of former project cost plan. The normalization and standardization of project cost plan and project cost control lead to the promotion of whole project cost management. But in order to achieve the enterprise importment of project cost management, still need to establish and perfect a series of organizational guarantee measures that includes project organization system, project resources management, project cost responsibility system and performance evaluation depending on project cost. This study not only can help Liaohe oilfield engineering technology service company establish a modernized project cost management system to import low-cost strategy, but also provides first-hand experience for the establishment and adaptation of other management system.
