Study On The Disaster Emergency Logistics System Based On Third-Party Logistics Enterprises Participation

In recent years, the frequency of various sudden disasters happening gradually increased, its harm degree is extremely serious, affects the scope to be extremely widespread. Although the Chinese government establish a more comprehensive disaster prevention and mitigation plans, but because of inefficient disaster emergency logistics system still caused great damage, about15% to20% of total losses. Obviously, China's current disaster emergency logistics system has many deficiencies, it is necessary to improve the current system in order to enhance efficiency and effectiveness of disaster relief. Making use of the third-party logistics thought in modern logistics, this thesis seeks to maximize the special functions of third-party logistics in the collecting, classifying, packaging, transporting, distributing, and delivering of disaster emergency materials and take third-party logistics into the activities of disaster emergency logistics to further the improvement of our country's disaster emergency efficiency and effect.This thesis has five chapters that carry out discussion into the issues of third-party's participation in disaster emergency logistics system. Firstly, the key issues of China's disaster emergency logistics system are pointed out. On the basis of comparing the disaster emergency logistics systems in America and Japan and their operational modes, an analysis was made into China's existing disaster emergency logistics system and its operational mode to point out its defects as low specialization, high security cost, defective organization, and stale information system etc. Secondly, a third-party model of disaster emergency logistics system was constructed on the basis of analyzing the necessity and feasibility of third-party logistics' participation in the disaster emergency logistics system, and a detailed demonstration was made into the functions of the subsystems as the disaster emergency material system, organizing and commanding system, information system, distributing system, and security system, discussing the particular operational mode of third-party's participation in the disaster emergency logistics system. Next, the processes and selection criteria were made to select the third-party logistics enterprises that are to participate in the disaster emergency logistics system; assessment index system established and AHP method used were for assessing the third-party logistics enterprises in disaster emergency logistics system, with actual example for checking. At last it's the research into the security mechanism for third-party participation in the disaster emergency logistics system, with particular security approaches delivered:security of law and policy, security of monitoring and assessment, security of operational technology, security of personnel, and security of disaster emergency material and capital etc.
