| Bid and tender are important parts of government procurement institutions around the world. According to Law of the People's Republic of China on Bid Invitation and Bidding and the provisions on ratification initial bid invitation plans for construction, invitation of bid must be introduced in large-scale project invested by government finances. Evaluation of the bid is the key to Bid Invitation and Bidding.The deficiency of existing method of evaluation of bidding caused many problems which decreased the best choice and max efficiency of government investment. The development of government procurement demands that we should strengthen our research on the method of Evaluating Bid.Evaluating Bid is important stage to select proper contractor during highway invitation of bid and bidding, among which a scientific rationale and easy method of Evaluating Bid is crucial to its quality and decides the final success of engineering bid and tender. At the same time, method of Evaluating Bid is helpful to counter corruption in highway engineering bid and tender because this corruption is always centered on "successful bid".The paper adapts the method of comparative analysis, combination of theory with practice, normative research and empirical Study. Under the previous research, the author uses modern economic and management theory and draw upon the advanced experience on the method of bid and tender and evaluating bid. The author briefly introduced the relative concepts in highway engineering bid and tender and its historic background, developing stages. Then the author focuses on the theory and practice of the method of reasonable Low Price by analyzing the advantages and disadvantages of method of bid and tender which are popular now. after explaining the procedure, characteristic and social and economic efficiency of the method of reasonable Low Price in bid and tender, the author analyzes the misunderstanding and risk-prevention in success bid with a low price. The author also points out the way to reform on the supporting measures in existing method of bid and tender. At last the author takes a real project as example to points out the problems to be further studied. |
