The Research On Construction And Provision System Of Rural Infrastructure In The Perspective Of Coordinating The Rural And Urban Development

The new rural construction is the foundation of solving the issues concerning agriculture, the countryside and farmers, the urban-rural public policy is the root cause for backward condition. The defects of the investment system, the decision and the management system of government further expanded the disparity between the urban and rural. Scientific development view required us that we should coordinate our plan for urban-rural development and increase the investment for the rural infrastructure.From 2004, the eight consecutive central first documents put strengthening the rural infrastructure construction as the important way to promoting the new rural development. During the 11th five-year plan period, China made great achievements on the field of rural infrastructure. Rural economy infrastructure make the big progress; new steps have been taken in rural irrigation and water conservancy facilities , rural roads become more unobstructed, rural power grid structure gain the obvious enhancement. The rural social infrastructure also make the progress, the rural education infrastructure gain the further improvement, the public health infrastructure and the cultural infrastructure have the rapid development. But generally speaking, rural infrastructure still have some problem .Rural economy infrastructure is very weak and the social infrastructure development is relatively slow. Lacking of the supply subject and the low supply efficiency restrict the development of the new rural construction seriously. To change the backwardness of the rural infrastructure and form the new pattern of the urban-rural integration development, still need to pay a lot of efforts.Through concluding and analyzing the rural construction in South Korea, Japan and India, we should adhere to the policy in urban and rural areas, promote urban-rural integration development, highlight the core status of rural infrastructure and improve farmers' enthusiasm, creativity, guide peasants to form new cooperative organization, maintain the rural infrastructure effectively.Reconstructing the rural infrastructure construction and supply system in the perspective of coordinating the rural and urban development is the key of this article. During the reconstruction, Firstly we should make the government play the leading role, improving the government's public service ability, perfecting the urban-rural integration development pattern, the government should supply the direction, money, technique and talent for the rural infrastructure construction. As the same time, we should encourage the market subject and the other social subject to join in, constructing the diversified supply system, through the cooperation to gain the force. Again we should build the decision system with peasants demand-driven to improve and supply efficiency. Finally, to explore the diversified supply form and financial channels, which can provide the fund for the rural infrastructure construction.
