In this article, after coordinating urbanand rural economic development status at home and abroad to understand the domestic urbanand rural economic development, then the author elaborates the basic theory and relevantconcepts used in this article, including Marx’s concept of urban and rural areas，theory ofbinary economy structure and growth pole theory. And then elaborates the institution of theoverall planning for town and country development from urbanization construction and newrural construction aspects, divided into industry, infrastructure construction, improve of thepeople’s livelihood in three fields, and points out the important role of the interaction betweenurban and rural in the coordinated development of urban and rural economy. The relationshipbetween urban and rural should be equal, neither city bias, nor rural bias policy, which leadsto the one-sided flow of resources Now the interaction between urban and rural areas in thefields of factor mobility, the supply of public goods, market construction, and industrialinteraction still existed huge insufficiency.
