In the context of global climate change, the global transition to a low carbon economy to become the general trend. And for the low-carbon technology development capability, the developed countries, more capable technology development, while developing countries are backward, and the development of low-carbon technologies in developing countries is also a great financial pressure. Therefore, how advanced technology sharing, avoid duplication of research, in order to achieve a common response to climate change is very important, namely the issue of technology transfer under the CDM.In this paper, sort out at home and abroad on the basis of low-carbon technology transfer to explore the CDM, low-carbon plan for the development of developing countries to study the need for low-carbon technology transfer, barriers and policy recommendations.This article focuses on the CDM, technology transfer mechanism, there are six parts:Chapter one, Introduction:It mainly introduce the research on liquidity risk management theory at home and abroad, tries to find the advantages in foreign liquidity risk management theory and the imperfect aspects of the theory in China. It also sets out the framework of this research and points out the method and Innovations of the study in this chapter.Chapter two, analysis of CDM, mainly the importance of the mechanism, the core of the CDM, the development cycle, the basic rules and process research;Chapter three,is the way developed countries how to achieve a low carbon economy, empirical analysis were the United States, Japan, UK, analyze the low-carbon economic strategy;Chapter for, is the main way to achieve low-carbon emission reduction and comparison, the main way including R & D, technology "imports" and CDM, and why developing countries came to the conclusion on the way of technology transfer need CDM so urgent;Chapter five, research the transfer of technology face bottlenecks, from both developed and developing countries to analyze and analyze the contradictions between them;Last part countermeasures for the problems described in chapter five, and draw the corresponding solution.
