Comprehensive Evaluation And Analysis On The Coordinated Development Of Economy And Environment Of Tianjin

The overall plan of Tianjin is to explicitly make the city as "International Port City, Northern Economic Center and Ecological City" and to create a new situation making high economic growth, low resource growth and negative environmental growth. Consequently, studying the city of Tianjin ecological construction problems and promoting Tianjin sustainable development, also the constructing good ecological environment livable city is the fundamental guarantee of sustainable economic development for Tianjin.In this paper, firstly, we summarize the coordinated development related theories between economy and environment. This paper indicates that modern economy is oriented on market, which makes people pursue economic growth excessively and ignore the protection for both resources and environment, and this leads us to take the improvement after pollution, which hinders the development of economy and society. The established of ecological economics, recycling economics and other theories provide theoretical foundation to promoting sustainable coordinated development. Secondly, this paper introduces the system of coordinated development between economic and environment. We point the system conclude four structure, as indicator level, system level, subsystem level, index level. And this paper screens indexes with frequency analysis, principal component analysis, and correlation coefficient and determines the weights of indexes with the theory of information entropy. Thirdly, this paper analyzes the situation of economic and environmental development in Tianjin. Through the description for economy, environment and social development of Tianjin in recent years, this paper points out that Tianjin has realized rapid economic development in the economic aspect and improved ecological environment quality through energy saving emission reduction and the development of recycling economy and other measures in environmental aspect. However, there are still some serious problems as industrial pollution and resources over-exploitation in Tianjin. Lastly, this paper makes the quantitative analysis of coordinated developing level between economy and environment in Tianjin. This paper come to a conclusion that the economic - environment comprehensive development index and the coordination level have a rising trend, which the level of economic development higher than the level of environmental protection. the economic - environment comprehensive development level is slightly lower than the coordination level.with the rapid development of Tianjin in recent years, the level of comprehensive development has increased rapidly, which show a convergence between the level of comprehensive development and he level of coordination.On this basis, we give the suggestions towards changing the pattern of economic growth, optimization and upgrading of industrial structure, establishing circular economy system, cultivating and developing strategic emerging industries to promote economy and environment harmonious development.
