Discussion On State Holding Small And Medium Enterprises' Social Responsibility

Corporate Social Responsibility (CSR) refers to the enterprise that should undertake and protects other stakeholders'social benefits while pursuing maximum economic benefits.This paper researches CSR of State Holding Small and Medium Enterprises (SME), including the staff responsibility, consumer responsibility, creditor responsibility, environmental responsibility, community responsibility, with the methods of literature, depth interview, and comparative analysis. In CSR studies, State Holding SME research is a blind spot, so we selected three State Holding SMEs in HeNan Province, to investigate their fulfillment in staff responsibilities, creditor responsibility, environmental responsibility, consumer responsibility and community responsibility. By comparing with the Central Enterprises and Private Small and Medium Enterprises' CSR complete situation, we found that the CSR fulfillment degree between State Holding SME and Central Enterprises have a gap, which mainly embodied in the concept of corporate social responsibility and related management system construction, internal democratic management, staff's career training, product innovation and brand building, charitable activities, etc. State Holding SME and Private SME's CSR level are not very high. In the staff responsibility, State Holding SME is better, but worse than private SME in sustainable profitability. Enterprise scale, development phase, corporate governance structure, government control, leadership intention, moral and profit driven are the factors which influence State Holding SME's CSR. Therefore, in order to promote State Holding SME to fulfill their social responsibility better, this paper tries to put forward some preliminary suggestions in enhancing enterprise society responsibility consciousness, improving the corporate governance structure, sound legal system, and promoting social supervision ability, etc.
