Since China's reform and opening, the Chinese small and medium manufacturing enterprises have been rapid development and enterprises'structure have undergone tremendous changes. With the market risk and manufacturing costs increasing, the existing production management theory is more and more difficult to work for the small and medium-sized manufacturing enterprises in China. Based on the complex external environment, the Chinese small and medium manufacturing enterprises formed a number of effective modes of localized management, after years of practice and exploration.In this paper, it narrates the meaning of the research for small and medium manufacturing enterprises production systems and introduces the ideas and the results achieved in terms of improving flexible production systems. For the changing environment the complex characteristics of MTO mode, article do the research from aspects of orders scheduling and staff scheduling and re-design the business rules and the deployment of staff of the program to optimize the system. For the order scheduling problem, we should delivery orders according to the comprehensive evaluation value which concludes the importance of considering the customer, order profits and Order due-date. When making the order scheduling, the algorithm can also be obtained directly the days needed for the production and the\orders given up at the same time. In this way, all of the production arrangement becomes clear. After the production scheduling is completed, we should forecast the production status and consider how to train employees so that employees can work between different production units. Though balancing the costs on the production skills training and losses caused by the lack of employees we can get a least-cost employee training programs to meet the production scheduling system. For the staff scheduling problem, this paper carry out staff scheduling by detecting the production units load and the staff responsiveness to balance the rhythm of the production unit. The model not only takes the work proficiency of different staff into account, but also considers the learning and forgetting the staff so as to get more realistic scheduling program.Finally, the paper summarizes the characteristics and shortcomings of the system optimization method and points out the direction of further study in the future.
