As the power system is being greatly affected by the electricity market reform, the system's security and reliability is gradually being considered. This paper provided some new solutions for power pricing policies (the most straightforward and effective way,)and risk management after summarizing main controlling techniques and comprehensive management measures. In the research of the model of security power pricing, this paper defined the concept and classification of security power price and operating reserve capacity in the first place, and then built a power system security price model on the basis of operating reserve demand. In the derivation process, this paper discussed how to get the security price duration curve from operating reserve demand with the help of integration of economic operation model of simultaneously optimization of electricity power and operating reserve demand, and then reach the generalization of regional calculation model. At last, this paper verified the feasibility of this model by examples. The risk management provided by this paper can be divided into four categories, outage losses-based, financial instruments based, step tariff-based and risk control of Interruptible load strategy-based. The outage losses-based risk management is a risk quantification way which can also provide a way to value the consumer's reliability. Through the multi-level and multi-angle research on the security and reliability of power system, this paper is quite meaningful on both theory and practice to the development of electricity market reform.
