Growing social demand, with the smart grid and UHV project planning and construction, causes unprecedented prosperity in electricity construction market. Along with state efforts to strengthen market supervision, market move toward full competition gradually, the construction enterprise facing the objective situation of opportunities and challenges.Engineering project is the place of combined with the production factors and reality, human resources is the most basic, most important, most creative resources that affect the success of the project. Therefore, the strengthening of human resources management, rational use of methods and tools will enhance the level of project management, improve core competitiveness of enterprise.In this paper, research principles and basic methods related to human resources management of projects, based on the in-depth study of human resource management style and operational methods in the engineering project of electricity enterprise. The specific study includes:First, through literature research, summarized the role of human resources and integration of bond, summarized the characteristics of human resource management in project, Summed up the theoretical basis of management planning, staff organization and team development.Then, using the method of case study and survey, analysis the status quo of enterprise management. Through chart analysis and questionnaire analysis, to identify the existence problem of project management in enterprise. The major problem includes:concepts behind the management, project organization rigid, scientific personnel organization, team development goals are not clear and performance management mismatch. Research and analysis the key reason of institutional rigidity, sense of competition is not strong, not enough emphasis, dispersed layout of the human resources, the four factors caused the problems of management.Finally, based on the basic theories and methods of human resources management in project, proposed six aspects of countermesures and recommendations of management:update the management philosophy,across the management system, build a personalized system, build flexible organization, rational allocation of human resources, building a harmonious and efficient team.Studies have concluded that:strengthen human resources management of project, can improve the efficiency of resource's use, can laid a good foundation for the sustainable development of enterprises. Human resource management is scientific and systematic, need to co-ordinate and coordination. It's dynamic features requires a combination of environmental change, development of the times and social progress, improved by practice of project.
