The Research On The Control And Evaluation Of The Second Phase Expansion Project Of Sui Zhong Power Plant

Sui Zhong power plant is located in the junction of Northeast and North China power grid, which plays a role to support the voltage for interconnection of the two grids.With the development of commodity economy, Sui Zhong power generation Co.,LTD has become a relatively independent enterprise, Deregulation and Separated policy is of gradual implementation, and competition in generation business is getting fierce. In order to relieve the operating pressure brought by high investment,low economic equipment, personnel and low capacity price of the first phase project, Sui Zhong power plant adjusted the strategy of the second phase expansion project and better control of the second phase expansion project is far-reaching.To ensure the expected effect of the second phase expansion project, a complete set of infrastructure management and control system was established, and reflected the management approach of management by objectives, supervision and implementation,organization and coordination,responsibility and authority.In this paper, a management model of small property owners, great consulting and integration of infrastructure and production was applied. Corporate responsibility system, capital system, bidding system,project supervision system and economic contract system were in full implementation. Systematic and comprehensive program management, whole-process dynamic management and risk pre-control management were implemented by fully use of social resources.The evaluation of project safety, quality, progress investment and other indicators found that the second phase expansion project of Sui Zhong power plant achieved the expected effect and enhanced the overall market competitiveness and profitability of the company.This paper worked through the scientific management and control of infrastructure to provide useful exploration and experience, and hope to provide some reference value for similar infrastructure projects. Currently the second phase expansion project of Suizhong power plant won the'China Power Quality Project'award on April 15th,2011 and was recommended by China Electric Power Construction Enterprises Association to participate the National Quality Award.Compared with other power plants in generating capacity, electricity and coal prices, the second phase will be a model in maximizing overall efficiency over its life.
