In achieving the government-led, diversified investment, market-oriented operation of the railway development goals, the joint venture will expand the scale of construction of railway in the future. In this new situation, the existing management system of state-owned-only finance will be faced with major challenges and reform. Pricing of railway network will be important issue in the financial management system under the Railway diversified ownership.Based on the perspective of diversified ownership, this paper proposed the conceptual framework of the Pricing Mechanism of China market's Railway with the combination of the background of the railway management practices, hoping to provide some guidance in the practice of the railway network pricing activities and making some meaningful attempt in the Innovation and reform of financial management of our railway. This paper made conclusions following:Firstly, from the basic economic theory, this paper made analysis that the railway network pricing is an important factor in the relationship between the main bodies under the background of diversified ownership;Secondly, this paper made the analysis of development goals, external environment and boundary conditions of pricing practices of our railway network, and then built up the conceptual framework of the Marke Pricing Mechanism of China market's Railway under the background of diversified ownership;Finally, based on the conceptual framework of the Pricing Mechanism Railway, this paper built the basic model of market pricing of parallel lines, combining with the railway network of the specific circumstances of parallel lines, and made a deeper thinking from the following perspectives of the role of government, the time factor, the average profit of society, accurate prediction, pricing network card and so on, additionly discussed the necessity of cooperation between the seller of the railway network resources from the network characteristics and restructuring direction of the railway network resource from the point view of transaction cost.
