As a fundamental industry closely related with the agricultural industry, the water conservancy has great relations with the development of agriculture and national economic. China is a large agricultural nation, its special geography, climate and other natural conditions, determined the China's agricultural must walk on the road of irrigated agriculture. China has a more than 5,000 years'history on agricultural irrigation. It is the basic of the development of rural economic, it is the basic guarantee on food supply, and it is the pillar of the development of social, economic and ecological environment.After decades of development, China's irrigation field has risen to 0.5230 billion hm2, Compared with 0.160 billion hm2 in 1949. Irrigation area accounts for about 40 percent of arable land. About three-quarters of the grain and 90 percent of the economic crop are from irrigation area. The tremendous achievements of irrigation construction and development has made China manage to feed 21% of the world population with merely less than 9% of the world's cultivated land and 6% of the world's Water Resources, which ensure the food safety and stability of economic and social development. At present, more than 5600 large and medium-sized irrigations and 20 million small-scale Irrigation Works in Rural Areas have been built. The effective irrigation area is developing into billion 0.5667 hm2. Farmland irrigation and drainage engineering system has already begun to take shape. Large scale is not only the main force of agricultural production and the rural economy, but also the strategic elements in the national economic and social development. However, it still has many problems in the system construction and comprehensive governance of social, economic and ecological.The position of Irrigation in agricultural production has decided the importance of the construction of water conservancy facilities. Water conservancy facility is important public goods and the important factor of agricultural production, which plays an important role in improving conditions for agricultural production, ensuring food production and consolidating the foundation status of agriculture. However, by the level of economic development and technology, the irrigation and water conservancy construction lags far behind the development of social economy, which seriously hindered the construction of agricultural modernization. The efficiency of agricultural irrigation includes the investment scale of water conservancy facilities, irrigation technology level, and management system. Due to the shortage of capital in construction of farmland irrigation, the backward of irrigation technology, the old management system, the agriculture irrigation efficiency is relatively low.As an important irrigation area, Xiao Kai He irrigation is located in downstream of Yellow River. With the development of market economy and the deepening of the reform of rural taxes system, the traditional management system and operational mechanism formed under planned economical system cannot adapt to the development requirements of agricultural, which has severely restricted the development of irrigation. Therefore, to reform the management system, to diversify the supply, and to choose reasonable investment mode, has become an important way to solve the shortage of fund in the farmland irrigation construction and developing the agricultural modernization. The core and foothold of this paper is to research the terminal irrigation facilities. This paper lists four kinds of input modes: collective mode, association mode, partnerships mode and contract model. Through the analysis of the feasibility of these models, the exploration of the input source, measure the performance of the input, to determine the input mode choice. Research shows that: the input mode for terminal irrigation facilities should be government subsidy and run by private. The Management system should be contract model. Based on economic theory, This paper takes XiaoKaiHe irrigation area as an example, to analyses the existing problems in the XiaoKaiHe irrigation, to explore the input mode and the fund source in less-developed regions, finally puts forward the appropriate input-mode selection. This method has important theoretical significance and practical significance in the development of sustainable agriculture.
