There is a close correlation between Fast Moving Consumer Goods and people daily life. With the social and economic development, people have an increasing demand for FMCG. FMCG supply chain is extremely fast-paced and the number of members of FMCG supply chain is numerous, but so many members make their decisions in order to pursuit self-interest maximization. Although the decisions can achieve local optimum, the supply chain system is not in the most excellent performance. Meanwhile, it is easily to cause "Bullwhip Effect" because of not sharing information. The root reason that cause FMCG supply chain so many problems, such as poor collaboration and slow respond to consumer demands, is that the members can't measure the degree local decision impact supply chain system performance. The article introduces Theory of Constraints to supply chain field, integrating TOC and SCOR to establish a supply chain performance evaluation system based on TOC-SCOR and establishes a FMCG supply chain fuzzy comprehensive evaluation model, then use a practical research to support the research result.Through FMCG profit model, comparing TOC model and non-TOC model FMCG supply chain performance, demonstrate the advantage introducing TOC model in FMCG supply chain performance management field.
