As a most important city function, commerce is closely related to the life of urban citizens. The layout management of urban commerce outlets, as an integral part of city planning, has played an important role in urban development. And it must serve the needs of urban business transactions. At present, governments of many countries have increasingly attached importance to the layout management of urban commerce outlets, in order to promote their business.Many problems have been found out with the layout management of commerce outlets in China, such as, less expertise, less theoretical research, having difficulty in formation as a result of a slow development in layout management, less studies on factors involved in commerce outlets. The layout management of commerce outlets should be improved in terms of operability, vision and scientific principles, which urges us to do further studies on relevant theories, government policies and formation.This paper has summarized the theories applied in the layout management of commerce outlets both home and abroad, and analyzed problems encountered. Based on a survey conducted in Linfen city, Shanxi Province, the paper is intended to track down the factors that influence the layout management of commerce outlets and to give an analysis of the local commerce outlets according to these factors.The first chapter proposes the research topic and introduces relevant concepts, research methods;the second chapter summarizes the theories applied in the layout management of commerce outlets both home and abroad, and puts forth the layout management that is believed to serve well the Chinese society;the following three chapters point out that transportation, population and land value are three most important factors that must be taken into account in the layout management of urban commerce outlets and analyse how these factors function; based on a survey conducted in department stores, supermarkets, decorative building materials markets at Linfen city, Shanxi Province, the sixth chapter is meant to give an analysis of the local commerce outlets according to the three above factors;the seventh chapter is the conclusion.
