Research On Efficiency Of China's Social Security Fund

In modern society, the social security system is an important institutional arrangement, with obvious social significance and economic significance. From a social sense, the main role of the social security system is to help people reduce the living and working risks and protect the basic livelihood of members of society. From an economic sense, with the establishment and development of the number of people covered by social security system and financial scale of growth year after year, a large-scale social security fund is created. How to use it to achieve the purpose of increasing the value, is a very urgent proposition. How to make social security funds bigger, to prevent some possible risks, to find channels of the security of the investment value and to increase the value the social security fund is imminent.China's current social security fund is in the change from a pay system to accumulation, its collection, use, operation, management and supervision mechanism has many deficiencies. In fund raising, the status social security fund cannot collect what it should collect limits the role of social security; as to the use of the fund, the limit of the payment of social security funds can not achieve optimum utilization; in the Fund's operations, due to China's financial market imperfections and investment system constraints, increasing the value of social security funds is difficult; as to the supervision of the Fund, the legal level is not high, and the lack of supervision, management, the phenomenon of chaos is very prominent. Therefore, it is necessary to learn the advanced experience of the social security fund operations, and improve our current operating mode of social security funds, and explore the scientific and reasonable, in line with national conditions and the operation and management.thus lay the material foundation for the effective operation.Based on the needs of this thesis, and guided by the Marxist theory, put forward to promote the effective operation of social security funds countermeasures in combination with the development of foreign social security funds on the basis of practical experience. Also, combine the relationship between research and the of power and responsibility. The constitute of the social security system and the operating resultsare the important part. In addition, the powers and responsibilities relationship is an important mark on the social security fund. So clearing responsibilities and the supervisory duties are important.This article is based on the status and the composition of social security funds, the principle of Marxist economic theory as the theoretical basis, running by exploring various mechanisms, with the particularity of social security funds operating in the Fund raising, use, operation, management and supervision contribute to its effective operation of the proposed countermeasures. Thus the article has some practical reference value.This article is composed with the introduction and body part. This article first introduces the research background and significance, then introduced the idea of this research and research methods, and finally introduce the main points of this article.Body part is divided into four parts.The first part is the general analysis of social security funds, including the meaning of social security funds and composition, and operation mechanisms, and finally come to the importance and necessity of effective operation.The second part describes the current situation and the existing problems, mainly analyse the existing problems from fund raising, use, operation, management, monitoring.The third section describes the effect of foreign funds to run the practice and enlightenment. Social Security Fund of us was established in a short time, facing more difficult. So we need to learn a foreign operating experience not to taking the wrong path.Fourth part gives out effective operation to improve response, including strengthening legislation and improving related systems; strengthening budget management, implementation plans and securing operation means; considering the introduction of social security taxes; strengthening financial management; improving the investment management style and regulatory mechanism, and strengthening financial supervision. The social security fund is a very theoretical and practical significance, it need further research.
