Research On The Safe Operation Of Social Security Fund Mechanism

Social security fund is the material guarantee of China’s social security cause, perfecting establishment of a social security fund safety operation mechanism is not only related to the realization of China’s social security function, but also directly related to the smooth development of our economy and the improvement of people’s living standard. By the end of2013, the accumulative surplus of social security funds in China has reached4.5trillion, but due to a late start construction of China’s social security system, the social security fund operation mechanism is not perfect, so there still exist some problems in fund collection difficulty, low efficiency of investment, weak supervision and other social security fund in operation process, these problems seriously affect the safe operation of social security fund and the market economy in our country, threatening the healthy development of China’s social security cause. Therefore, how to perfect our country’s safe operation of social security fund mechanism has become an important subject of our current research.This article is based on the existing social security fund operation mechanism in our country, through draw lessons from the successful experience of developed countries social security, from our country’s social security fund raise mechanism, investment mechanism, the payment mechanism and supervision mechanism four aspects to establish and perfect safe operation of social security fund mechanism in our country are proposed. This paper is divided into five parts:The first part is the introduction. Summarized the current research status on safe operation of social security fund mechanism, the purpose and significance of the topic in this paper, explained the research ideas and methods, put forward the innovation point of this article, thus playing a solid foundation for the research of the text.The second part introduces the basic theory of the social security fund safety operation mechanism. This part mainly introduces the meaning of social security related safety operation mechanism and structure, and introduces the theory of the social security fund safety operation mechanism, including welfare economics, investment portfolio theory and the principal agent theory.The third part describes the present situation and problems of China social security fund operation mechanism. This part introduces the running status of the fund of social security and the existence question, particularly from the four aspects of social security to raise, investment, payment and supervision.The fourth part is the operation mechanism of social security funds in developed countries learn from the experience. The article mainly introduces the successful experience in America, Germany and Chile’s social security fund operation mechanism reform, and comparing with our country, pointed out the inadequacies of China’s social security fund is still, at the same time by more than three successful experience and learning, puts forward the direction of the reform of China’s social security fund safety operation mechanism.The fifth part puts forward some suggestions of perfecting the social security fund safety operation mechanism in China. On the improvement of the social security fund raise mechanism, put forward to broaden the financing channels, levying social security tax; on the improvement of the social security fund investment mechanism, put forward the diversification of investment of social security funds, perfecting principal-agent theory; on the improvement of the social security fund payment mechanism, put forward the optimization of the social security fund payment system, preventing the social security fund payment risk; on the improvement of security fund supervision mechanism, put forward establishing a sound legal system of social security fund operation, the operation of social security fund supervision system, improve the information disclosure system in the operation of social security fund.
