Performance Evaluation Informationization Construction Of Local Taxation Bureau In Chuzhou

The basic goals of the Informationization construction on revenue are to promote constantly the degree of the support of the modern informationized technology; to exert completely the function of the network technology and the information technology in all operation process of the revenue's collection management work; and to improve the supervision and running efficiency of the collection management work. The major points of the informationization construction work of the revenue department are using always the modern information science and technology; aiming at overcoming and solving the problems aroused in the process of the practical revenue collection management work; figuring out clearly the real intension of "relying on the information network"; perfecting and enriching the core of the revenue collection management mode under the new posture; and constructing a new revenue collection management structure under the support of the modern information science and technology. Since forming in 1994, Chuzhou Local Revenue has grown bigger and stronger under the lead of the Revenue of the Anhui Province, and it has achieved great progress in informationization construction. Presently, Chuzhou local revenue department has built a special revenue network deep into each skeleton revenue office in the countryside, and essentially made sure that everybody gets a computer, and meanwhile the city bureau has got about ten of all sorts of server. During the "Eleventh Five" period, the fund input into Chuzhou informationization construction has reached 15.85 million Yuan. However, facing such enormous input, how to conduct an effective evaluation on the performance of strategy investigation, running, controlling and project managing of informationization construction becomes a difficulty.Hereby, this thesis conducts an investigation on the situation of the informationization construction and its performance evaluation at home and aboard. Firstly, this article gives an introduction on the present situation of the revenue information construction of home and aboard with emphasizing on introducing the status quo of the informationization construction of Chuzhou Local Revenue. Aiming at the shortcomings of the performance evaluation on the revenue informationization construction of our country, it tries to build a scientific revenue informationization construction performance evaluation system by taking the Chuzhou Local Revenue as the original version. And also it evaluates the revenue informationization project with specific informationization performance evaluation method. With hope to change the relatively weak status quo of supervising and performance evaluating during the process of performing the informationization construction project by working up and perfecting the scientific and normative informationization construction project management system.
