Research Into Choice Of Regional Autonomous Technological Innovation Model

Abstract:The ability of regional autonomous technological innovation is the kernel competitive power in regional economic development. In 2006, the Central Committee of the Communist Party of China and the State Council have proposed the strategy of "advancing autonomous innovation ability, building an innovative country". Choosing an appropriate model of regional autonomous technological innovation is crucial for constructing innovative cities. Many studies have been done on regional innovation at home and abroad while studies on regional self-innovation are relatively few, especially on urban independent innovation model; there are many of researches into provincial and larger economic regions'innovation model, while a few are about one single city. However, this dissertation is focused on a single city—Hefei.Firstly, the term of regional autonomous technological innovation is defined; relevant subjects, specific contents, methodology and framework are expounded; and then the significance of the research is analyzed. Secondly, the system structure and importance of each element in the network is elaborated in the light of the theory of regional innovation networks. The theoretical bases and approaches to model choosing are also dissected. Meanwhile, two index systems are built for horizontal and vertical assessment of the ability of regional independent technological innovation. According to the statistics from China Urban Competitiveness Report, the innovative ability of each selected innovative cities is compared and evaluated, applying the information entropy and close value analysis. Moreover, the gaps among them and key influence factors are analyzed. Then according to Hefei Statistical Yearbook, its innovation system's performance is assessed and its system is optimized by analyzing each year's index with DEA. Finally, the contents and approaches of choosing model are put forward. Besides on the basis of model choosing, the model have to be reselected in the light of mutual relations among five elements of regional innovation network and amalgamating level. Taking Hefei city as an example, the technological innovation's status of development and lessons learnt are analyzed qualitatively and quantitatively by data acquisition, arrangement and analysis. The relevant data are provided by the National Bureau of Statistics, the Development and Reform Commission of Anhui province and Hefei city, the Science and Technology Agency and the Hefei Statistical Information Net, etc. For one thing, the experience of Hefei economic development and self-innovation is summarized by analyzing the current situation. For another, strategic choice of model is made and countermeasures and suggestions are brought forward to enhance innovative ability constantly.The originalities of this thesis are as follows:the theories at home and abroad are reviewed and analyzed. The theoretical bases and approaches of model choosing are reached in its dynamic process by comparing and analyzing reliable data of innovation ability horizontally and vertically. Taking Hefei City as an example, the main restraining factors are discovered and the countermeasures and suggestions are put forward to enhance regional autonomous technological innovation ability in five aspects.
