Study On The Local Government Responsibility In The Process Of Urban Land Management

Since the 20th century, with the urban management idea is widely recognized by many local governments, the urban land management also gradually become the new model of many local governments in the land management.The urban land management in our country has more than 10 years developing history, in these years we made great achievements, but also exposed some problems that during the process of the urban land management the local government didn't perform responsibilities. This paper attempts to make the urban land management as the carrier to discuss the responsibilities of the local government. For these reasons that the land management and the land market mechanism are not perfect, the local government and its staff members lack of correct values, the system of laws and regulations not perfect, so appeared a series of problems during the land management process. To solve these problems, we must make the local government realize that land management responsibility is diversified, it concludes three aspects such as optimize the land economic value realization, realize the land ecological value and develop urban land social value. At the same time, we should construct reasonable body structure of land management, change the situation the government is the only subject, let the publics and the non-profit organization join in the process of land management. Then through the perfecting of management system and improving the land law system to make the local government do its responsibility in the right way.
