The Influencing Mechanism And Empirical Study Of Chinese Style Decentralization To Urban Land Expansion

In the 1980 s, the spatial development of Chinese urbanization focus on industrialization and construction of small towns; From mid-1990 s, the focus shifted to the strategy of urban land expansion. Urban land expansion is becoming the object of the game between the central government and local governments, it is also the focus that scholars analyzed urban land use problems. Research on the driving forces of urban land expansion from economic and demographic factors deep into the local government and institutional. Chinese Style Decentralization as a hot research areas of the economy, gradually payed attention by scholars in the field of land resources management.Based on the background, this paper takes Shandong Province as a sample, introduces the local government behavior in-depth analysis of the mechanism of Chinese Style Decentralization and urban land expansion, reveals the internal logic relationship among Chinese Style Decentralization, local government behavior and urban land expansion, the main contents of this paper is organized as follows:First, on the basis of existing literature at home and abroad, based on the research paradigm of "System- Behavior- Result", set up the systematic theoretical framework of "Chinese Style Decentralization- Local Government Behavior- Urban Land Expansion"; In order to make the research paradigm more rigorous, mathematic model is established to analysis the local governments’ behavior under the stimulus of Chinese Style Decentralization, that carried on the detailed theoretical derivation process for the "System- Behavior".Secondly, based on the theoretical framework and model derivation, present the hypotheses to be tested. Then empirically analyze the above assumptions, use the methods of panel data causality test, panel data regression models and the panel simultaneous equations model. The results show that:(1) Chinese Style Decentralization in favor of local government to promote infrastructure and other economic fiscal expenditure, reduce people’s livelihood fiscal expenditure.(2) Chinese Style Decentralization stimulates local government adapt differential land transfer policy in the dimensions of price and quantity.(3) There is a significant interactions between local government fiscal spending behavior and land transfer behavior.(4) Local government behavior under the Chinese Style Decentralization favor a direct result of urban land expansion.Finally, based on research results the main conclusions are as follows: Chinese Style Decentralization have a significant stimulation toward local government behaviors, Local governments in fiscal expenditure behavior and the behavior of the land transfer preferences exist significant interactive mechanism, the mechanism of this interactive mechanism further speeding up the urban land expansion. Chinese Style Decentralization is the deep reason of urban land expansion, while local government behaviors are the directly reason of urban land expansion. The drawback of land system become the institutional basis of urban land expansion. On this basis, put forward policy recommendations from the system level and the perspective of local government behavior.
