The Research On Building A Great External Environment Of Chongqing SMEs' Development

SMEs play an important role in expanding employment, flourishing market, promoting economic development and maintaining social stability. As Chinese economic development, the role of SMEs will become more prominent, both government in recent years made a series of policies for SMEs, or scholars heat studies for SMEs have illustrated China gradually paid more attention on SMEs growth. In many SMEs researching literatures, the external environment of SMEs become a new research direction, more and more scholars pay a high attentions. By studying the major external environment factors of the SMEs'development, including policy environment, administrative environment, market environment, technology innovation environment, financing environment, socialized service environment and natural resources environment, build a great external environment of SEMs, that SMEs can keep health stable and sustained trend to grow and play more important role in nation economic construction.Guided by modern economy and management theory and modern statistical theory and method, compressive application some correlative theories and methods of statistics, incorporating criterion and empirical analyze. Based on domestic and foreign research, it is carried on the appraisal to the small and medium-sized enterprise external environment, to put forward an operational and promote the use of the value of the comprehensive evaluation system. Simultaneously the article depend on Chongqing and Wenzhou Small and medium-sizes enterprise investigation, has carried on the appraisal and comparative study to Chongqing and Wenzhou Small and medium-sized enterprise's external environment.First, the paper describes the definition of SMEs and the connotation of external environment, introduces the advanced experience and practice in optimizing the SMEs'external environment of some foreign advanced countries, to provide a example and reference, meanwhile it introduce some external environment theories of the SMEs, to lay a solid theoretical foundation for the paper.Second, after studying, analyzing, choosing seriously, the paper confirms the evaluation index formally, establishes the evaluation system of the SMES'external environment, which was consist by 7 major indexes and 26 observation points, and discusses the comprehensive evaluation methods and theoretical basis.Third, on the basis of intruding the development conditions of Chongqing and Wenzhou'SMEs, the paper illustrates the investigation of SMEs external environment in Chongqing and Wenzhou. By collecting and analyzing the investigation data, the paper has a comparative study in external environment between Chongqing and Wenzhou.The last, according to the evaluation results of the comparative study, the paper puts forward some counter-measures and suggestion to optimize external environment of Chongqing'SMEs based on referring advanced experience, to promote development of Chongqing'SMEs healthily and rapidly.
