The External Environment Construction Study About Local Government To Optimize The Development Of Small And Medium-sized Enterprises

With long-term development,Small and medium-sized enterprises in China have been an important part of market economy,and have played a very important role in China's economy.They become the main channel of employment,and play an important role to keep China society stable and prosperous.They have become fundamental strength to the harmonious society of China.Meanwhile local government plays an active role in promoting the development of small and medium-sized enterprises.However,Small and medium-sized enterprises have met a series of problems in funds,information,technology,talent and management during the development.For these problems,they cannot solve by themselves,urgently need help from local government.This paper focuses on the external environment study about Dongguan how to promote the development of Small and medium-sized enterprises,and borrows the theory of government management and innovation,policy science theory and the theory of government intervention,mainly using the research methods of theoretical research and application,the approaches of systematic analysis and case study,taking Dongguan city as an example,combining in-depth interviews with management of thirties manufacturing enterprises in Dongguan city,studying and analyzing the existing problems of the current external environment about Dongguan government how to promote the development of Small and medium-sized enterprises,including the low efficiency of management system,the imperfect financial system,the imperfect innovation mechanism of science and technology,the difficulty of talent shortage.At last this paper proposes the relevant measures: reinforce reformation of government function,establish and improve service system,establish talent strategy,build core technologies and its own brands,broaden financing channels,solve financing problems and accelerate the industry transformation,create a good external environment for development of Small and medium enterprises.
