With day by day prominent function of science and technology in industrial production, the rich resources and cheap labor force function weaken gradually. Therefore, the competitive power in international trade is mainly decided by technical development and its application level. The high-tech development speed, the scale and the level will dominate the process of social-economic formation. Along with the globalization and the knowledge economy development, the high-tech small and medium-sized enterprise has become a main force and takes a vital and active role in modern economic system because of its special characters, such as strong mobility, quick innovation ability, facing market, etc. It is uncountable that those entities are playing a strategic role regarding a country's technical level and innovation ability.Currently, science-technological small and medium-sized enterprise has become a very important constituent in our national economy. It is a vital strength to our economy's continuing growth and technical innovation. To develop these enterprises will take an important role in impelling our technology to innovate and promoting our high-tech industry. According to the state statistical bureau statistics, to the end of 2002, the number of enterprises increased suddenly to 109,000. The total trade revenue of this concerned technological industry was 259 million Yuan. However, incompatible with this tendency, hard-financing has been a developing bottleneck for them. Especially, in their seed and foundation time, this has nearly become a deadly factor for its development.Just under these backgrounds, the author points out a few constructive suggestions to solve hard-financing issue in our current financing environment. It is stated that,besides the active support from government and bank, the science-technological small-medium-sized enterprise itself should take effective financing plan and try to create conditions to satisfy the need of survival and development.
