Since 1978, China began to take the reform and opening up, china’s rapid economic take-offmore than 30 years, the economic strength increased substantially. After China access to theWTO in 2001, China has take more active in international trade, which occupies an importantshare of exports in the world, these achievements from the enormous contribution of the SMEs.SMEs account for more than 99% of the total number of enterprises in China, with the runningof the maturity of the market economy, the survival of SMEs in China have the vitality towithstand the market test. SMEs play an increasingly important role in the social construction.Yiyuan SMEs are a dominant force in local economic development plays a lot of jobs for thecounty, to ease the employment pressure, active in the local economy, profits and taxes paid topromote economic growth, driven by technological innovation and a series of positive role.Yiyuan is located in Lu in mountainous areas, the government developed a policy of industriallegislation the County, focusing on the development of pharmaceutical glass, chemicals,machinery, textile and apparel, energy, electricity and other top ten technology industries. CountySMEs has made certain achievements, and the birth of the five listed companies, creating a"Yiyuan phenomenon". Companies rose to a certain height, the accumulation of problems sloweddown the pace of development. Since the recession of 2008, changes in the external environmentso that SMEs face more opportunities and challenges. Ability to seize the opportunity to meet thechallenges, SMEs need a careful analysis of the external environment, summed up theexperience to adjust internal strategies, in particular to establish a scientific human resourcesmanagement system, recruitment, training personnel and retain qualified personnel to providecontinuous power for the development of enterprises and competitiveness.
