Government Strategy Helping Landless Peasants To Obtain Employment

As China's population and space urbanization, farmers voluntarily or involuntarily separated from the floor, loss of land into landless peasants. This group's question produced from lost land has become the core issue to plague the process of urbanization in China. Many scholars on this issue and related content has been more in-depth study. For taken the landless peasants'employment problem of the Panyu District of Guangzhou city as an example, this paper hopes to propose the government helping strategy to solve to the landless peasants'employment problem, focused from the Government's policy and landless peasants themselves to make a study.First the paper understands the employment status of landless peasants of Panyu District: either the poorer or richer landless peasants are very difficult to obtain employment, especially the richer landless peasants are too lazy to employment and eat the bread of idleness. Then according to these present situation, the paper analyzes the employment issues and causes of landless peasants in the economic developed villages and economic under-developed or less developed villages: in government aspect, including public system, public policy, indemnifying measure, training service and the other reasons; in landless peasants themselves, there are many subjective and objective reasons like conception, quality and social resource and so on; and the land-levying enterprises also have responsibility.According to use the successful experience of other countries arranged the landless peasants'employment for reference, for the reasons that the landless peasants are hard to obtain employment, this article proposes the specific government strategy and suggestion helping directly or indirectly landless peasants to obtain employment from government, enterprises and peasants themselves three aspects. First, the government must help the landless peasants directly to get employed in improving the public system, providing employment services and training, improving compensation system, developing economic and other aspects. Second, the Government should also complete the work of quality education and skills training of landless peasants to help them to enhance thmselves to change their backward idea and the low skill to adapt the work requirement, and obtain employment actively. Third, at the same time the government must help the land-levying enterprise to take responsibility arranging landless peasants to obtain employment from providing skill training and developing corporate culture.
