Information Management Of Government Investment Project

As the deepenth of the reformation of the Socialist market economic system and the investment and financing system, the expansion of the government investment, and the development of the Information Construction, the amount of information of the government investment projects is becoming bigger and bigger, the benefiit of the information management is appearing generally. In 2002, China has clearly raised the development direction that the Construction of the National Information should be leaded by e-government, in order to strengthen the management and supervision to government investment projects, and to ensure the efficiency of government investment, the researching and developping project of the informantion management system and the information management of the government investment projects has been under going in more and more regions of China.The first part of the article will introduce the research on the management of status of the domestic and foreign government investment projects, and analyse the shortcomings of the information management system of the current government investment projects, so as to point out the necessity of developing the management system of the government investment projects. In the second part of the article, comparative analysis of the information management systems will be made between domestic and foreign government investment projects. Then, the article will mainly introduce the developing trend of the information management of the domestic government investment projects, and 5 regional R & D information management system models and features, including: 1. The personalized office automation (0A) system, which is developed based on the instant messaging (IM) system by Shenzhen Municipal Government Investment Project Evaluation Center. 2. The investment evaluation system,which is developed by Guangdong Finance Investment Evaluation Center. 3. The investment project management and information monitoring system of Changping district , which is developed by the Development and Reform Commission of Changping district, Beijing. 4. The Qingzhou Municipal investment project management system, which is developed by the Infrastructure Fund Management Center of Qingzhou city, Shandong province. 5. The information management system, which developed by the Financial Investment Evaluation Center of Guangzhou.Finally, the article will make the conclusion about the necessity and problems of the information management of government investment projects from the the whole process of cost control, financial management, supervision, information exchange, performance evaluation, etc, and propose suggestions and ideas to the development of information management of government investment projects.
