W company is a construction supervising units that holds Grade A civil & industrial construction engineering supervision qualification, During the recent three years, it has participated a lot of bidding works, but obtained a low winning probability. Because of this, it wants to establish a decision-making model of bidding for civil & industrial construction engineering project supervision with qualitative and quantitative methods.First of all, the paper introduced the research background and significance of the study, and the research of the scholars both home and abroad. Secondly, this paper analysed the present situation of bidding for civil & industrial construction engineering project supervision of W company, and pointed out the obvious problems in the bidding work and the existing decision-making procedure in W company, then proposed that it is absolutely essential to establish an effective decision-making model of bidding. After that, the paper not only analysed the features of the bidding and the factors that affect decision-making of project supervision bidding, but also, established the two steps index systems of bidding decision-making; Then, by using the principle of Analytic Hierarchy Process, it worked out the weight of each index., and the method of fuzzy evaluation is used for fuzzy assessment. Finally, the paper used the index system and the quantitative methods to assess and analyse the project of Auditoria Centre of J City Guangdong.The paper established a decision-making model of bidding for civil & industrial construction engineering project supervision with qualitative and quantitative methods, and selected the project of Auditoria Centre of J City Guangdong as a representative case to go elaborating, As a result, the paper provided a scientific, reasonable and operable decision-making methods of bidding for project supervision.
