Choosing construction teams through the bidding in peeling engineering of mineconstruction, is the need to adapt to socialist market economic system, the need fortrading fairly between build units and construction enterprises, ensuring projectquality,controlling construction period, reducing project cost, and improvinginvestment returns. In this paper, a scientific and practical bidding evaluation decisionindex system has been established by studing a large number of bidding case,usingempirical data and market research results, appling the operational research theory.Using regression equation to seek cost-effective straight line, setting reasonablebiding weighting coefficient of price gap, basing on Fuzzy Analytic Hierarchy Processto set weighting coefficient of technical factors in bid evaluation, formulatingscientific and reasonable scoring method,compiling scientific and standardizedbidding documents, setting rigorous bid evaluation procedure,managing biddingevaluation experts systematically,appling Contrastive Analysis and success degreemethods to evaluate bidding results, thus forming a scientific and easy operation bidevaluation decision index system.Through using the bid evaluation decision indexsystem in bidding practice, evaluating and examining the bidding results, finding andamending the inadequate parts in bidding evaluation decision index system,then tooptimize the procedure.
