For construction enterprises, the key of obtaining construction tasks, a firm market and seeking development is to accurately choose the project for winning the bid in the face of highly competitive, high-risk, complicated and changeable construction market. Enterprises participating in bidding, not only have the systematic and scientific theory on bidding as the basis, but also need to apply scientific, accurate and highly feasible decision-making methods to assist enterprises to choose the best projects. In this paper, pre-bid decision-making problems are carefully studied in order to raise management level of bidding decision, lay the foundation for the follow-up bidding, improve bidding rate and maximize the economic benefits.The main contents of this paper are how to choose the right project for tender and present the theory on bidding decision-making and pre-bid decision-making models. Through the study of present situation at home and abroad and the actual conditions of tendering in China, bidding decision-making exists the following problems at present: too many and fuzzy factors affecting bidding decisions are difficult to choose and not conducive to accurately judge; quantitative analysis models in the process of determining the weight are still relatively one-sided, mostly relying on subjective experience; ignore the pre-bid work, lack scientific basis and analytical methods in practice have been too complex to apply. Though summarizing the previous experience and the actual tender, the paper establishes the index system of pre-bid decision-making. Hierarchy-entropy combination assigning method is used to determine the index weight, considering the influence of the subjective experience and objective factors. Hierarchy-entropy combination assigning method fuzzy synthetic evaluation model combined for the single bidding project and hierarchy-entropy combination assigning method gray associated model combined for the multi-project are established with the advantage of fuzzy synthetic evaluation and gray associated model dealing with fuzzy or incomplete information, and less restrictions. At last the validity and usability of the methods have been confirmed by the example analysis. This article precisely is about pre-bid decision-making for further improvement. Construction enterprises should establish a strict bid administration system, can not ignore pre-bid decision-making and choose an experienced tendering team. Scientific, rational and feasible approaches are used to screen for the successful start to follow-up biding work for providing protection. The research on pre-bid decision-making is a practical guide for construction enterprises improving their bid management level and actively taking part in the project bid. |
