Research On The Innovative Development Model Of Changsha-Zhuzhou-Xiangtan Urban Agglomeration In The Course Of Building "Two-oriented Society"

In 2007, Changsha-Zhuzhou-Xiangtan (shorted by "CZT") urban agglomeration was approved as a "national resource-saving and environment-friendly experimental zone for comprehensive reform"(referred to as "two-oriented society"), which not only brings opportunities but also challenges to the development of CZT urban agglomeration. Combining with the requirements of constructing "two-oriented society", to bring forth new model of the urban agglomeration are important guarantee of promoting the development of CZT urban agglomeration efficiently and harmoniously. In this study, it was consided as a starting point to explore the issue of the development model of CZT urban agglomeration in the course of constructing"two-oriented society".Firstly, on the basis of arranging related theoretical and empirical researches, this papers generalized and summarized the overall urban development patterns and its successful experiences both at home and abroad.Secondly, there were three points being comprehensively analysized and summarized in this papers, including the basic situation, current status and features, and problems & difficulties faced by CZT urban agglomeration. On this basis, "two-oriented society" constructing level assessment system of the urban agglomeration was established, and the"two-oriented society" constructing state of CZT urban agglomeration was integrated estimated by using the improved entropy method, the multi-objective linear weighting function method, and so on. The assessment results showed that the "two-oriented society" building level of CZT urban agglomeration is still low. Therefore, it is a long and hard way to innovatively developing the model of the urban agglomeration to carry its "two-oriented society" constructing pace forward. In order to carry forward the "two-oriented society" construction of the urban agglomeration, according to the current status of the urban agglomeration, using the successful experiences of urban agglomeration models at home and abroad for reference, "two-oriented and three-new interaction" was proposed as the new model of CZT urban agglomeration. In this model, in view of the developing requirements of the new industrialization and the new urbanization, the new rural construction and the "two-oriented society", four supporting systems were established, including:the theoretical innovative system, the evaluational innovative system, the planning innovative system and the managemental innovative system. At the same time, based on the "two-oriented society" constructing requirements, five development systems also were designed, including: the "two-oriented" industrial system, the "two-oriented" cultural system, the "two-oriented" habitatal system, the "two-oriented" environmental system and the "two-oriented" traffic system.Thirdly, combining with the constructing requirements of "two-oriented society" and the base and current status of CZT urban agglomeration, innovative and optimizing ideas was brought out, including:protecting the green heart of CZT urban agglomeration and building green heart-style eco-urban agglomeration, highlighting the regional characteristics and taking the Xiangjiang River as the Ecological Corridor of CZT, taking the urban agglomeration as a whole to avoid weaknesses and ensure developmental differences, promoting the building of CZT urban agglomeration to drive the development of Hunan province, placing the same importance to development and control, and strengthen environmental and pollutional control, developing and expanding cultural and creative industries depending on its industrial bases, making full use of the agglomeration advantage and carrying forward the cluster development of the urban agglomeration.Finally, based on the actual situation of Hunan and CZT, a number of countermeasures and proposals were put forward for the urban agglomeration development model, with a view to providing some references for the optimization and innovation of urban agglomeration development model in the course of constructing "two-oriented society".
