| The reform of urban housing system brought about the commercialization of urban housing and the professionalization of urban housing management, which led to a series of changes in the structure of urban governance and the method of urban governance. After the reform of urban housing system, it is unsuitable to manage urban residential districts with the traditional "unit system". For these urban residential districts, the proper governance method should be self-governance by resident themselves. The owner's committee is a product of a series of changes during the social transformation phase, such as the reform of urban housing system and the adjustment of government functions. The first owner's committee in our country was established in Wanke Garden in Shenzhen on September 1991. Then this model was rapidly promoted across the country. But the Owner's Committee faced many difficulties in their daily operation during the stage of development, such as low establishment ratio, low participation ratio, lack of legality and so on. Although some residential districts have owner's committee, the committee worked not effective. According to the < Regulations on Realty Management >, owner's committee is a self-governance organization, which on behalf of the owners and the general meeting to implement property management in their residential district; and a permanent executive body of the general meeting. As a self-governance organization, the success of the owner's committee depends on the participation of owners. But under the background of our society, the success of the owner's committee also depends on the support of the government. Most research on the owner's committee was in the law or economics background, and lack of system analysis on the foundation and operation process of the owner's committee. This article based on the perspective of public management. At first, this article analyzes difficulties combined with case. Then analyze the dilemma of the owner's committee, and propose solutions to the dilemma of collective action. On one hand,government should create a favorable external self-government environment for the owners by polish legislation, strengthen supervision and implement civil education. On the other hand, owners should increase their autonomy ability and strengthen their internal self-governance mechanism. In a word, good governance of the owner's committee depends on building a multi-center network, which improve internal governance mechanisms and external governance environment at one time. |
