From Separation, Cooperation To Collective Action

With the development of globalization and regionalism,the social and political life of human beings is undergoing profound changes.Various global and regional issues across the nation-state borders of has increasingly transcended a single nation-state's governance capacity. Enormous forces which are formed by various factors has promoted the formation of the great national-level governance and good governance to reach the international level and stimulate the field of international politics to discuss the global issues and regional issues.Therefore, governance,global governance,regional governance has increasingly become the focus of the people.Southeast Asia is a unique region along with the colorful and intricate situation,how to overcome difficulties of collective action and the realization of regional governance has been the issues of concern among the ASEAN countries.In the context of globalization,regionalism is an important way that all the nations and states participate in international cooperation to resist external risks. However,to the Southeast Asian Nations,nationalism is an unavoidable spectacle.Southeast Asia,which looks like a string of pearls,is scattering at the NanYang(an old name for Southeast Asia) area.The definition of national interests will be various because of the great differences among the countries.To reconcile transformation of these "competitive" nationalism and "cooperative" of nationalism,it's the key to implement the collective action to keep the ASEAN existing and developing. From the perspective of governance theory and methods,this paper mainly analyses the ASEAN region's development process starting from the point of collaborative research.It also discusses how the scattered Southeast Asian countries contact each other for the economic cooperation, which is gradually developed into a unified regional market.During the process of discussing the ASEAN economic cooperation and governance,the paper makes the first analysis of basic concept of governance,legitimacy and its developing foundation,and then makes an effective analysis of the power of its governance.The author believes that we should create and build more public interests to the different countries to guarantee the ASEAN economic co-operation and governance operating effectively, which is the fundamental source of power for the development of the ASEAN region.On this basis,the author analyses the systems and changes of the ASEAN Economic Co-operation and governance.Through analysis of some cases,he also makes a further explanation of the dynamic changes in the ASEAN economic co-operation and governance.This article holds that,in the context of globalization,the national interest and sovereignty concept which nationalism concerns needs to be re-defined and constructed, only in this way can it survive and develop in the increasingly competitive international system and in the new trend of the world.
