As the business development and knowledge economy era's coming, human resources have gradually surpassed material resources, financial resources, to become the project core resources. Success or failure of project human resources management is the key factors of the enterprise to achieve economic and social benefits. Only by achieving the optimal allocation of human resources management, the enterprise can make full of vigor and vitality and maintain a sustainable competitive edge.Human resource is the first resource to project implementation and development. This thesis is mainly brought to the problem of theoretical research perspectives from team construction and life periodic characteristics of the project management, human resource management strategy has been summarized. First, the paper introduces the basic theory of project management and human resource management, and the engineering project of human resources management status, characteristics and existing problems are introduced in detail. The construction projects in human resources management strategy has been put forward, and the human resources management strategy of SSYMB expansion project has been proposed. To excavate the potential of human resources, in order to improve the theoretical knowledge and operation ability of the project participants, enhance the overall level of management and provide favorable guarantees.Theoretical significance is to research the human resources management characteristics and strategies from the reality. And it has the great significance for project management theory and human resources management. The problem of the life cycle and team building of human resource management has been analyzed especially and it enhanced the market competitiveness of enterprises with strong practical significance.
