As we enter the 21st century known as the age of knowledge-based economy, the key to success of businesses has been gradually turned from being the competition of product and capital into being the competition of human resources and manpower. Only by obtaining the core competitiveness and advantages of human resources can businesses survive and sustain in the external volatile environment. This forces organizations to constantly update themselves in all respects, while strategic human resources management remains an essential means and approach for the organization to obtain competitive advantages.Established in 1999, Shenzhen Bookcity Training Center achieved rapid development in the age of reform, while it also encountered a bottleneck on development after ten years of growth. Despite high labor costs, human resources always remain the core asset in training orgznizations. The management level of human resources and its corresponding strategies are the source for competitiveness. At this crucial turning point, in order to promote its name brand and quality, Shenzhen Bookcity Training Center proposed higher requirements on the exploitation and management of human resources. Strategic human resources have become an essential recource for sustainable competitiveness for organizations, owing to the fact that strategic human resources are scarce, irreplaceable, and reliable. Therefore, it is particularly important for Shenzhen Bookcity Training Center to improve its strategic human resources management level.To improve the management level on strategic human resources and to establish a scientific strategic human resources management system, we should rectify the ongoing problems in the current human resources management, i.e. lack of systematic human resources strategic planning, scarce recruitment channels, lack of efficient result-oriented management, incomplete salary-oriented motivation mechanism, unclear job responsibilities, poor correspondence between staffs capacities and their positions, and underestimate on the role that human resources department plays. Work should be done on improving strategic human resources planning, the role that human resources management plays, the "three-leaf" categorization mode on human resources management, result-oriented management, remuneration & welfare system, recruitment & job promotion, and a learning-oriented enviornment. We should promote practicing strategic human resources management which facilitates the achievement of the strategic goal of the company. In this way, we are able to sustain the prosperity of Shenzhen Bookcity Training Center. This paper carries out a comprehensive analysis on the internal and external environment, the status quo of human resources, and human resources management system in Shenzhen Bookcity Training Center. It also points out the strategic goal of the organizatioin and presents insights on strategic human resources management. This paper bears practical value in promoting human resources management level and in steering the development path of human resources management.
