The history of research on urban agglomeration in the west can be dated back to over one hundred years ago and a relatively complete theory has been formed. However, research on this issue in China has a relatively late start, but it develops rapidly. At first, domestic scholars mainly focused on introducing and implementing foreign theories. Whilst nowadays, a theory system with Chinese characteristics is established and it is applied to the development of urban agglomeration in China, which has achieved good results.A relatively comprehensive urban agglomeration requires one or few central cities which has strong economic power, needs a relatively comprehensive urban system, a certain amount of population and space, and a high level of industry development and division of labor. In addition, an advanced infrastructure network is essential. Several urban agglomerations in China, such as Yangtze River Delta, Pearl River Delta, Beijing and Tianjin have already met the preceding requirements.The Urban Agglomeration of Central Jilin Province covers 95,900 square kilometers, accounting for 51.17% of the total area of Jilin Province, but brought together more than 70% of the province's population and more than 85% of its GDP. Changchun, the Capital city of Jilin Province, is also belongs to this urban agglomeration. It can be stated that Urban Agglomeration of Central Jilin Province is the political, economic, cultural and educational center of Jilin Province. However, compared with more developed urban agglomerations, Urban Agglomeration of Central Jilin Province has a small amount in city numbers and it is much smaller in scale as well as lacking of large cities. The primacy ratio of the primate city is low and its radiation intensity is not enough. Therefore, accelerating the pace of urbanization, developing medium and small cities and improving the construction speed of the primate city, Changchun, are the basic the important theoretical supports in the course of enhancing harmonious economic development of Urban Agglomeration of Central Jilin Province from fundamental structure.The Urban Agglomeration of Central Jilin Province contains incompatibility in industrial development. For instance, it has a high proportion of primary industry, while crops account for the majority of its agricultural production, the vast majority of food crops, and the proportion of commercial crops is rather few. To change the status of the primary industry, adjustments need to be done to improve industry structure of the agricultural sector and we should optimize the layout of agricultural industry and promote improved agricultural market system functions, improve the level of agricultural science and technology innovation. In the second industry, industrial production is still mainly traditional enterprises. Problems need to be tackled in the development of emerging industry. To solve these problems, we should promote the rapid development of pillar industries, upgrade traditional industries and boost develop of new energy industry and emerging strategic industries. The third industry of this area still focuses on the retail, catering, entertainment and other basic services sector, which account for most of the share. In contrast, high-end service sector is still weak. So the development of information services, e-commerce and other high-end services are in urgent demand.The problems in economic development of Urban Agglomeration of Central Jilin Province can attribute to many factors, including both industries and policy issues. In terms of the policy regime, Urban Agglomeration of Central Jilin Province has some problems, such as the role of administrative divisions is too obvious and the impact of spontaneous economy is weak; local protectionism still exists and acts repeatedly; management mechanisms is out of date, the work efficiency is low; government actions emphasis on immediate profit and lack of long-term planning. To solve the above mentioned problems, actions need to be done to dilute the administrative sense of the government; enhance communication and seek mutual benefit and win-win development; prevent acts of local protection; reform management system, improve efficiency and build a service government. In addition, issues need to be addressed in construction of infrastructure and acceleration of the transformation of the mode of economic development in Urban Agglomeration of Central Jilin Province in its 12th five-year plan. |
