A Study On The Model And Countermeasures Of Zhuhai Port Economic Development

Since being confirmed to be one of the 20 main hub ports of China by the Ministry of Communications in 2000, Zhuhai Port, which is the important hub and main coastal harbor of the national comprehensive transportation system, has become the important infrastructure of accelerating industrialization and developing high & new technology industry and coastal industry of Zhuhai. Besides, it is not only the strategic resource for Zhuhai to open wider to the outside world and fully participate in the international economic cooperation and competition, but also the powerful support for Zhuhai to carry out The Outline for the Reform & Development Planning of the Pearl River Delta Region for accomplishing the coordinated development of the economy and construction of the well-off society to achieve modernization. As the most superior deepwater port of the west bank of Pearl River, following its continuous expansion and enhancement of the radiating capacity, Zhuhai port will play a more and more important role on promoting the economic development of the vast hinterland, especially the western part of PRD. Some foreign advanced ports are presently striding forward to the forth generation, while Zhuhai Port is still progressing to the third generation, dropping behind those advanced foreign ports. Based on all above, to explore and analysis the advanced management patterns, economic structure, and safeguard mechanism of foreign landlord port, and make a comparison study with Zhuhai Port in order to put forward some prospective suggestions and countermeasures will not only be benefit for the leaping forward development of Zhuhai port, but also have important significance. There are five sections in this thesis:The first section concerns about the background and significance of choosing such a topic in this thesis. In this section, the theories and results of researches on patterns of port economic development both at home and abroad are reviewed. And the creative points of this thesis are presented.The second section expatiates on the status quo of Zhuhai Port individually from three aspects of the present management patterns, economic structure and safeguard mechanism.The third section analyzes the main problems that exist in the present development pattern of Zhuhai Port by using the relative economic theories. Firstly, the two main problems are presented, one is the investment impulsion; the other is the market monopoly of port operation. Secondly, the reason and possible solution of the above two main problems are analyzed through using the theories of Neo-institutional Economics, Public Choice and Contestable Market. The forth section explores the successful experiences of foreign advanced ports, especially the landlord port management pattern, and takes some famous ports worldwide as examples, including Rotterdam Port, Antwerp Port and Singapore Port to analyze the economic structure, besides, takes America as an example to summarize the safeguard mechanism of the foreign advanced port.The fifth section proposes the countermeasures for the economic development of Zhuhai Port based on the comparison analysis between the status quo of Zhuhai Port and the development patterns of the foreign advanced port in the second section and the forth section.Several conclusions are drawn through the study of this thesis. Firstly, it has to be cleared that the orientation of the government management of the port should be reflected in the policy support and the orientation of the development of Zhuhai port economic zone is to be built as a world-class ship and marine engineering equipment manufacturing base, a state-level clean energy, oil and chemical industry base, a regional international logistics center and international leisure resort industry for development. Secondly, the finance, insurance, taxation and financial system are needed to be improved to promote the sound development of port economy. Port transportation network and infrastructure construction are needed to be speeded up to provide the foundation for building the service supply chain of port logistics; and the support for the port operation policy should be strengthened; the clearance efficiency should be further improved. Thirdly, the strategic thinking of human resources first that needs to be established.
