Project cost management is the issue of common concern for each enterprise, and how the construction enterprise to put engineering construction project management as the center of the work content, on the premise of guaranteeing the quality and time limit for a project agreed in the contract, to actively improve engineering quality, ensure the engineering construction progress, effectively reduce the construction cost, and realize the maximization of profits are the key jobs for construction enterprise to develop itself, and also are the ultimate goal for the enterprise to undertake the engineering. With the continuously standardization of construction market in our country and the increasing fierce market competition, the construction enterprise, as an independent operational entity to assume sole responsibility for its profit and loss, is facing the problems of how to deepen the internal reform of enterprises, convert the enterprise operation mechanism, establish a scientific and reasonable management system, and tries to make cost management of the construction enterprise become the core content of construction enterprise management. All these require that management personnel in construction enterprise must abide by the inherent law of construction project management, place construction project cost management as the center, perform engineering contract, realize all the contracted indexes of the project, reduce engineering costs, and really make the project become the source of corporate profits.Project cost management of the construction enterprise goes throughout the whole process of project bidding stage, construction preparation stage, construction stage, completion acceptance stage. It is an important link in the comprehensive enterprise cost management and must be paid high attention to the organization and control measures in order to achieve the purpose of improving economic benefits of the enterprise. The traditional way to reduce cost is realized by saving the cost, that is, to save cost by not wasting resources at work site and improving the working style. However, this way to reduce cost is just a way to scratch the surface and works as a modified form for the cost management. The research objective of this paper is to establish a rational cost management system, and realize the optimization of the project cost control through the research on the theory of cost management in the whole process of the project.This paper, based on the analysis of project finance, human resources, engineering management, business development and construction site technical, production, accounting, and materials, is written according to the basic line of"pose the questions--solve the questions -- analyze the questions". This paper analyzes the research status quo of cost management, and introduces the cost control theory. From analyzing the status quo of the project cost control, find out the existing problems in project cost control. Combined with the status quo of international and domestic project cost management, using the modern theory of project management, analyze and summarize the problems in project cost management of the installation company, try to find the sticking point and make a meticulous and whole process conceptual design on the project cost management of the installation company, and strive to make the plan be feasible, comprehensive and targeted. We have achieved the positive effects by using modern cost control theory and method to design the project cost control scheme and making it spread and applied in the process of YG central heating in Daqing.This paper, through the research on the cost control theory, based on the traditional process - the cost analysis method, puts forward a cost control analysis method by adding two variables to three analysis variables of the primary earned value, so that the enterprise can control the profits while controlling the costs, which serves as the innovation of this paper. At last, this paper summarizes the achievements of the study, and points out the problems which need to be studied further.
