The Research On State-owned Coal Mine Site Management Execution System Based On OEC Management Pattern

Coal is China's primary energy, it accounts for about 70%in one energy consumption structure. Coal economic operational state has a direct impact on the overall development of China's national economy. With the continuously improving of our country's regulations and management systems, the introducing of advanced technology and equipments..., coal mine's site production capacity gets a great promotion. Even so, coal mine's practical production level and effects do not match with its systems and equipments. Site management level is low, accidents are frequently happened, effective utilization of resources is low. Because the site managers and employees carry out the site management systems and the advanced methods still have a big disparity, the lack of coal mine's site management execution, various advanced site management systems and methods can not implement effectively. Thus improving coal mine site management execution level and setting up a state-owned coal mine site management execution system is significant.According to the state-owned coal mine site management execution's present situations and the achievement of scholars at home and abroad, through deeply field-work and widely collecting information, the thesis analysed the questions and insufficient in coal mine site management executing process, analysed the factors which would influence state-owned coal mine site management execution and divided these influence factors into there parts of organization factor, staff factor and field task factor. In order to certify the analysis accuracy, the thesis analysed these factors'influence extent through correlation analysis, multiple variable regression analysis and grey incidence analysis and sorted the analysis consequence in order by the fundamental of Activity Based Classification. "Coal mine site target", "incentive system", "staff attitude of work", "coal mine site task supervision and coordination" were identified as the key factors. To strengthen the control and management of the key factors and take account of other factors'influence, the thesis built the state-owned coal mine site management execution system with the OEC management pattern as a foundation and put it into use in NX coal mine. Based on these researches, it gave some corresponding measures and suggestions for promoting the coal mine site management execution.The innovation of this article is that it divided the coal mine site management execution factors into three parts of organization, staff and task, detailled it into 19 sub-factors, and analysed these factors particularly. After researching the key factors by multiple variable regression analysis and grey incidence analysis, the thesis introduced the OEC management pattern creatively, and constructed the state-owned coal mine site management execution system to solve the problems of state-owned coal mine site management execution.Application value:The state-owned coal mine site management execution system is very significant for promoting coal mine site management execution, improving coal mine site management level, taking full use of talents, advanced technology and equipments, improving production efficiency, reducing safty accidents probability, boosting the coal mine enterprise core competitiveness etc.
