As the steady promotion of the the rise of Central China strategy, undertake the rapid development of coastal industrial transfer, China's rapid economic growth has been already transferred to the central city gradually. In the process, investment plays an important role in the central city's industrial upgrading, restructuring and economic development.The investment sectors of the central cities sum up the lessons learned from past investment, and in the meanwhile, learn the advanced concepts in eastern coastal areas. Through scientific practice, innovative investment ideas and investment instruments, make the optimization of local land resources, and maximize the utilization of land resources, to improve the quality of economic development. Ultimately the local economy develops towards sustainable development of faster and better direction.Through city C, for example, in the process of reform and opening, land investment has its beneficial and adverse effects on land resource development. Some issues also appear in land investment, such as, lack of secondary investment on land investment projects; investment teams lack of knowledge of land investment; land sold cheap; the pursuit of short-term land investment tax; land Investment policy lack of continuity and so on. Thus results in a waste of land resources, and makes the land become a bottleneck in the process of investment.To break the bottleneck of land lack in land investment, by drawing on the advanced investment concepts of eastern coastal cities, combined with City C's actual situation, adopt the rich land knowledge from investment teams, develop sustainable policies, straighten out the tax system of land investment, develop newly building economy and service outsourcing industry, to achieve the optimal allocation of land resources.
