| Rural commercial collective construction land is the inevitable choice for the development of urbanization in China. It is an important way to optimize the allocation of land resources. It has important role in coordinating urban and rural development, industrial structure upgrading and economic restructuring. With the national policy of collective management of construction land in city trading restrictions gradually liberalized, allowing operation of rural collective construction land in line with the planning of the premise of state-owned land with the same into the city, the same right and the same price, China’s land system reform kicked off.It is found that there are still many problems in the construction of collective management in our country, such as imperfect market mechanism, collective land property rights, imperfect land management mechanism, etc., which seriously affect the process of building land market construction land market. Based on the theory of land property rights, game theory, institutional change theory and the existing theory, the paper analyzes the institutional and economic factors of collective management construction land market in Huzhou, and the influence of economic factors on collective management construction land. Finally puts forward policy suggestions for improving the collective management of construction land market. The main conclusions are as follows:Firstly, China’s new urbanization and rural commercial collective construction land into the mechanism between the city is mainly reflected in: urbanization of city provides the internal demand of the reform, conducive to achieving optimal allocation of land resources and the market, promote the implementation of the new urbanization strategy.Secondly, There are many factors that affect rural commercial collective construction land, which include the influence of institutional factors, institutional factors including land management system and land property rights system. Based on the traditional two economic system, the gap between the collective land and state-owned land rights is difficult to cross. Along with the deepening of the reform, although institutional barriers gradually dismantled, but related legal system still lags behind, weak legal guarantee. The second is non system factors, mainly including rural economic development level, industrial structure, location factors, the status of land use, the based on the empirical analysis results, the inductive structure influence factors and quantity of influencing factors, and to measure the structural factors of the influence degree of the city more.Thirdly, To promote rural commercial collective construction land into the market needs to play a combination of policy. This paper mainly puts forward the Countermeasures of deepening the reform of rural land system, improving the non institutional environment of two aspects, in order to achieve the same as the state-owned land, optimize the allocation of urban and rural land resources, and promote China’s economic transformation and upgrading.Based on the existing theory, this paper strive to make a breakthrough in the relevant research. In this paper, the influence of institutional factors, industrial structure and other factors on the commercial collective construction land is analyzed, and the influence of the non institutional factors on the land market is studied by using comparative analysis and principal component regression. To a certain extent, it enriches the research on the construction land of collective management, and promotes the practice of trading in Zhejiang Province, and then to the other parts of the country. |
