Along with the development of economy and society in our country, Government auditing is becoming more and more important, The requirements about auditor's quality is also more and more high. Under our legal framework and the system of the civil servants, combining with practice, that the audit institutions how to improve the level of its human resource management, strengthen the team building has became an important and urgent topic.Based on modern human resources management theory as guidance, with the actual situation of the audit institution in K city. This thesis explores the optimization problems of human resource management system under existing system.This thesis analysis the present situation of domestic and foreign research and practice and the development tendency at fist, finds the referent experience; expect to use the correct theory to guide the research, Then the author combining the knowledge that is mastered in the long-term work, and through the auditors basic situation investigation and interview, Makes a thorough investigation of the current status about the human resource of the audit institutions in K city, Explores the existing problems and analyzes its reasons.After this, from the modern human resources management perspective, the thesis puts forward to construct a human resource management system, which is with the human resource planning, job analysis, training system design, evaluation and incentive mechanism, professional ethics construction and the audit culture cultivate as the main contents ,then studies the key point. and gives some preliminary improvement measures and SuggestionsThe author believes that this thesis is not only beneficial to improve the human resources management level of audit organs in K city, but also has certain significance to the human resources management of other audit institutions and public sector.
