The real estate industry is developing gradually following the development of market economy, accompanying that the housing price is growing rapidly, which makes the housing problems of mid-low income families stand out increasingly. China's housing system reform experiences from policy-based house to housing marketization and capitalization of the housing distribution patterns, many low-income stratum can not buy suitable houses in the market depend on their own strength. Therefore, the government should take corresponding measures to guarantee the people's residency, which is not only the responsibility of the government, but also the important measures of constructing the harmonious society. In order to stable our state, introduced corresponding policies continuously to control the house prices and promote the healthy development of the real estate market, which has an inhibiting effect on the housing price rapid growth.Many domestic and foreign scholars have researched the housing security for low-income urban residents, and formed the system-theory. Due to the western countries early industrialization and urbanization, social housing security has achieved great success, such as Sweden and Singapore, "the home ownership" is the primary goals of housing security. Many of our domestic scholars mainly discussed affordable houses and the developing direction in future, then gave a lot of effective policy Suggestions. At present, China's housing guarantee system basically formed by affordable housing, low-rent housing and housing fund as three lines. Specifically, the low-income families mainly depend on the affordable housing supplied by government which are the policy commercial houses with the nature of safeguard. the lowest income groups rely mainly on the low-rent housing to solve housing problems, and high income groups buy or rent for the suitable housings in the market through their own strength. The original intention of policy is good, but a series of problems have appeared in the concrete implementation process, which make the policy effect gives a big discount, recently some new phenomena emerged, for example, a large number of rural surplus labors transfer to cities, which caused a large number of floating population and housing problems. Newly-graduated students can not afford suitable houses due to their short working time, and become housing policy of "sandwich", In the process of urbanization, the demolition made the low-income residents far away from downtown, and raised the life cost. Such as the "urban and rural villages, the old industrial bases exist high unemployment and the speed of housing is slowly etc. These problems are urgently needed to be in-depth researched and perfected.Firstly, the present demand of policy-related houses are analyzed, and then the housing system reform process in China is retrospected, pointed out the existing problems of affordable housing, low-rent housing and housing fund, so as to provide Suggestions for the policy of the government.Secondly, compare analysis are applied in this paper. through analyzing the successful experience of developed countries and districts in housing security, we can provide the experience and enlightenment guide policy. Accelerate the process of housing security, not only helps deepen the housing systematic reform, to further improve the people's livelihood, expand consumption level and realize social justice, at the same time which also have a certain practical significance for promoting national economy development with stable and relatively fast growth.
