Assessment Research On The Development Level Of Modern Information Service Industry In Liaoning Province

At present, development of information technology at an ever-fast pace and information industry growing in depth and breadth have make the information market flourish with each passing day. In mnay countries, production and utilization of information has achieved high level of socialization, making itself the pillar industry and a new economic growth point in the national economy. With the expanding of informationization scope and improving of specialization as well as the progress of modern science and technology in the process of globalization, the modern information service industry come to the stage as the times require. In the modern information service industry, people restructure, store and spread the information resources in order to add value to the resources and make the fullest use of it. Besides, people also conduct activities like production and training around the application of information technology.The emergence of modern information service industry is the result of industrialization of information science and technology and informationization of service. It comes into being with the development of technological innovation, labor division and specialization. People's needs for the information service product is the driving force behind the growth of information service industry. The development level of modern information service industry has become an important standard to measure the prosperity and comprehensive national strength of one country. The modern information service industry of the world has entered an new stage while development, integration and adjustment as well as reform has become the global tendency. Currently, the development of information service industry in our country is in the initial period. As a new type of industrial structure, many problems exist because of the influence exerted from industrial structure, profit and technology despite the fact that certain industry scale has been set up. With the acceleration of informationization, a deep research over the development strategy of the information service industry would be of great significance. How to collect great amount of capital, technology, human and natural resources as well as how to improve the resource-saving level and use ratio in order to realize the shift of economic growth pattern, industrial upgrade and construction of information service industry under the circumstance of industrial structure transformation has become an important subject of sustainable economic development.This paper evaluates the development level of modern information service industry in Liaoning province. Liaoning province is an important industrial province with great market potential of modern information service industry and unique advantage to develop modern information service industry. This industry will be of great significance for the leap-forward development of Liaoning, the upgrade of industrial structure, the increase of employment figure, the speeding up of reform of old industrial bases and fast economic development of northeast of China.This article, by combining the theoretical and empirical analysis, firstly gives the definition and defines the scope of modern information service industry after generalization of modern information service industry. Then analysis of the goal and principle of appraisal over modern information service industry development level is made. Based on the establishment of evaluation index system of development level over modern information service industry, analytic hierarchy process and factorial analysis are used to compare Liaoning with other provinces and regions. In this way the weight of concerned index can be calculated so as to figure out the marks of indexes and comprehensive marks of overall development level. Finally empirical analysis of Liaoning's modern information service development level is done.Based on the above analysis, this paper explores the valuable experience suitable for Liaoning's information service industry and puts forward some suggestions for the sound and fast development of modern information service industry in Liaoning by drawing some lessons from development experience of modern information service industry form home and abroad on the basis of real situation of Liaoning province.
