At present the total GDP in the world, the services industry has been more than 60% of total world trade of trade in services accounted for. the service consumer spending accounts for all of about 1/2. Service industries, particularly the degree of development of modern service industry has become a standard measure of economic and social modernization important symbol. The level of development of modern service industry and even some developing countries compared with developed countries there is still a wide gap; therefore how to develop modern service industry has become a real and urgent task to study the development of modern service industry in China has important significance.Since reform and opening up, the modern service industry of Liaoning Province, has made substantial progress, the total expanded gradually upgrading the industrial structure, could optimize the investment environment to attract more substantial increase in employment capacity, the basic services to form a relatively complete system. From the current point of view, the modern service industry mainly focused on services and the relationship between economic development, and evaluation of its comprehensive strength, little. Secondly, through the use of "Liaoning Statistical Yearbook 2010" and "China Statistical Yearbook 2009" in the data, qualitative analysis of the development of modern service industry in Liaoning Province situation and problems; the third in the theory of modern service industry, and follow the scientific, operational, comprehensive, well-oriented, based on the principles, the establishment of comprehensive evaluation index system, from the total level of development, basic conditions, technological environment, mainly in five areas of modern service industry conditions, through the use of principal component analysis, Liaoning Province, discussed the advantages and disadvantages of modern service industry, the fourth is with a coefficient of variation method to get the overall strength of the modern service industry in Liaoning province in the national rankings, based on qualitative and quantitative analysis results of liaoning province above, the paper proposes some countermeasures for developing the modern service industry itself.
