The Research Of The Financial Support Agricultural Fund Management Problems In Haifeng County

The issue of agriculture, farmer and rural area is our government's long-term interest of a major problem. As the central government has paid great attention to issues of agriculture, farmer and rural area and put in place many farmer-benefited policies, meanwhile the superior finance will put more and more money on it and the people's livelihood. HaiFeng County, has put more fund on fiscal fund for assisting agriculture. The problem is how to manage and use these funds that spend in developing the agriculture and increasing farmers' income totally, considering aid-agriculture appropriating funds as special fund. We could strengthen the supervision and management of financial support fund to increase the supply of rural public goods and services and maximize the economic benefit and social benefit so as to promote the rural stability and prosperity in Hai Feng County. As a special case,the paper would analyse the existing problems of the country's financial support agricultural funds in the management and try to provide certain theoretical and practical value for the County financial support agricultural fund.Facing the present situation of the Haifeng County finance supporting agriculture administration of the fund in view of the various problems that exist in the investment, use and surveillance of the Hai Feng County finance supporting agriculture administration of the fund, the paper is based on the correlated financial theories and adopt documentation and observation to find out the reason why it took place through financial control system, mode of administration, economic development level and inspection mechanism. We should improve the policy of aid-agriculture financial management of funds in Hai Feng County from perfecting capital budget on financial support agriculture,implementing scientific agriculture capital project management, strengthening financial support fund operation process, establishing financial supervision and support fund management performance rewards and punishment system and so on.
